BOARD MEETING MINUTES
MONDAY, MARCH 09, 2015
CALL TO ORDER:
The meeting was called to order by Jill Vogel at 6:00 pm.
VERIFY QUORUM:
Jill Vogel, Vincent Santino, Pat Baldwin, Karen D’Amato, and Toni McCollom.
Kathy Watts represented Dragon Property Management.
APPROVAL OF MINUTES:
Toni McCollom made a motion
to accept the minutes from the February 23, 2015 Board Meeting as presented.
Pat Baldwin seconded the motion and it passed by unanimous voice vote.
UNFINISHED BUSINESS:
Discussion on options for
perimeter wood fence: Jill and Tony Armes presented the bids for
the fencing. A letter has been drafted and sent to the attorney for
review. It will then be mailed to the properties bordering the fence
and inform them of the fence removal and that if they wish pay an amount
to be determined later, that the association would contribute 25% to their
section of the fence. Toni McCollom made a motion to contract with
either Viking Fence or Carries Fence once a more detailed proposal is received.
Pat Baldwin seconded the motion and it passed by unanimous voice vote.
Kathy presented a letter
and voting form that would be sent to all DeSoto owners requesting approval
to use Painting Reserve funds to replace the west fence. Other options
included a special assessment of $400 or leaving the fence in disrepair
which would affect property values. Pat Baldwin made the motion to
mail the letter to owners as stated above. Karen D’Amato seconded
the motion and it passed by unanimous voice vote.
Jill Vogel made a motion
to mail a letter to the property owners bordering the west fence advising
them of the plans for the fence once the attorney has reviewed the letter.
Pat Baldwin seconded the motion and it passed by unanimous voice vote.
NEW BUSINESS:
Vince Santino suggested
two ideas to increase the Reserve account. One suggestion was to
keep the monthly fees the same as they currently are but contract with
the water company to install individual water meters for each unit and
have owners pay for their own water. It was noted that this idea
had been looked into in the past and that there would need to be a special
assessment for the cost of installing individual water meters of at least
$1500-$2000 per unit. Another suggestion was to cancel including
cable in with the monthly fee and have owners purchase their own service.
This would entail paying an early termination fee to Brighthouse on our
bulk cable contract. Both would require condo document changes which
would include a cost. Kathy explained that while this may increase the
Reserve account, there would need to be 100% approval from owners and mortgage
holders and the odds of the owners agreeing to essentially increase their
monthly expenditure to over $400 per month was not very likely.

The next Board Meeting is scheduled for Monday, April 20, 2015 at 5:30pm.
ADJOURNMENT:
With no further business to discuss, Toni McCollom made a motion to adjourn
the meeting at 7:05pm. Karen D’Amato seconded the motion and it passed
by unanimous voice vote.
